TRB Sessions Scheduled November 17, 2008

Public-Private Partnership Awards October 10, 2008

The National Council for Public-Private Partnerships (NCPPP) has completed the selection process for this year’s awards for outstanding leadership and projects in the field of public-private partnerships (PPPs). Presentation of the awards will be made on November 20 at the NCPPP Annual Awards Banquet, held in conjunction with the Council’s Annual Meeting in Indianapolis, IN. FHWA Issues Report on Public Private Partnerships July 18, 2008

The Federal Highway Administration has released a report titled, "Innovation Wave: An Update on the Burgeoning Private Sector Role in U.S. Highway and Transit Infrastructure. The report describes the growing use of PPPs for highway and transit projects in the United States. The report indicates that PPPs reduce costs, accelerate project delivery, provide high-quality projects and transfer risks to the private sector, but also explains that PPPs address failings of the traditional approaches to transportation funding and procurement. According to the report, the unprecedented use of PPPs demonstrates that PPPs are becoming a preferred approach for providing transportation infrastructure in the United States. Texas Commission Examines Tolling and P3s April 29, 2008

At the invitation of a new Texas Commission created in the 2007 Legislative Session, Lowell Clary provided an overview of tolling and public-private partnerships in Florida at the Commission’s April 29, 2008 meeting in Houston, Texas. This special Commission is composed of three state senators, three state representatives and three private sector representatives. They are charged with reviewing current practices in tolling and public-private partnerships and recommending best practices to the 2009 Texas Legislature.

Mr. Clary participated on a panel with Barbara Reese, Deputy Secretary of Transportation for Virginia. The panel session was scheduled for under 30 minutes, but went over an hour to accommodate the many questions that were raised by Commission members. Mr. Clary was very impressed with the dedication and hard work being shown by a very talented group of Commissioners as they explore best practices in tolling and public-private partnerships to best meet the transportation needs of Texas while also protecting the public interest.

Clary to Chair TRB Committee on Taxation and Finance February 21, 2008

Lowell Clary has accepted an appointment as Chair of the Transportation Research Board's Committee on Taxation and Finance. The three-year appointment was offered by Executive Director, Robert E. Skinner, Jr., on behalf of the TRB Executive Committee.

Financing Commission Releases Interim Report February 1, 2008

The National Surface Transportation Infrastructure Financing Commission released its Interim Report. A press release and the interim report are available here. Comments on the report are invited. The Commission plans to release its Final Report in the late Fall of 2008.
