Extensive knowledge in project development, key stages in the process, developing
finance plans, and negotiating the final issues needed to deliver the project. These are just a few
examples of many, many projects developed over time:
- Miami Intermodal Center – project champion, led development of the project finance plan, negotiated key agreements with local governments, rental car companies, US DOT, and others.
- Central Florida Commuter Rail – led development of the project finance plan, negotiated key agreements with CSXT, led efforts to adjust the Fixed Guideway Bond Program legal requirements to meet the project finance plan, assisted in strategy and discussions with Federal partners.
- I-75 IROX – championed the financial tool to allow combining and advancing nine projects to complete adding two lanes over 30 miles of I-75 five years sooner.
- 95 Express – Champion to convert the existing two HOV lanes and add two new lanes within the existing width of I-95 from SR-836 in Central Miami to I-595 in Ft. Lauderdale, developed plan to garner Federal approval under the Urban Partnership Agreement project for discretionary funds, led effort to move the project forward addressing many obstacles along the way. First managed lane project in Florida.
- I-595 Corridor Improvements – championed advancing the I-595 Corridor Improvements forward as a Public-Private Partnership, advancing these improvements by as much as twenty years. Senior Management Champion overseeing the development of the project approach, payment mechanism, and funding plan.
- I-10 Escambia Bay Bridge Replacement/Improvements – Championed the replacement/improvement of the bridge badly damaged by Hurricane Ivan in 2004. Negotiated with US DOT on many key issues and negotiated with key Congressional members and staff to secure Federal Emergency Relief funding for the replacement bridge.
- Tampa Bay Interstate Improvements – Championed development of finance plans to deliver a series of improvements in Tampa Bay on I-275, I-4, SR-60, Tampa South Crosstown Expressway, I-4/Crosstown Connector, etc.
- Port of Miami Tunnel – Championed the project, led development of the project approach as a Public-Private Partnership, negotiated key elements with private firms and local government partners, led development of the first availability payment approach in the U.S.
- First Coast Outer Beltway – Championed the effort to move the project forward as a Public-Private Partnership.
- Mobility 2000 – Developed the finance plan to add and advance hundreds of projects over a ten-year period.
- Pay as You Grow (Growth Management) Program – Championed the finance plan including lobbying the financial elements through passage by the state legislature. Co-managed the identification of the hundreds of projects to advance/add and led the effort to implement these into the FDOT Work Program.
