Major PPP efforts:
- Led development of new financial tool to advance projects in the FDOT Work Program through Design-Build-Finance where the private team fronts part of the money to advance the project – projects include I-75 widening and interchange improvements in Southwest Florida, I-95 widening and interchange improvements in Brevard County and US-1 improvements in Miami-Dade County.
- Champion on the development of the Miami Intermodal Center PPP, partnering with Miami-Dade County, Miami-Dade Expressway Authority, rental car companies, airlines and others.
- Champion of the Port of Miami Tunnel, the first availability payment approach PPP in the U.S.
- Championed the I-595 Corridor Improvements as a PPP.
- Directed analysis of leveraging existing toll facilities such as Alligator Alley through a PPP long-term lease compared to the public owner raising the tolls and bonding the asset.
- Directed the analysis of project identification and decision-making over which projects should be considered for PPPs. Keys projects in FDOT PPP pipeline identified in this process.
