Texas Commission Examines Tolling and P3s   April 29, 2008

At the invitation of a new Texas Commission created in the 2007 Legislative Session, Lowell Clary provided an overview of tolling and public-private partnerships in Florida at the Commission’s April 29, 2008 meeting in Houston, Texas. This special Commission is composed of three state senators, three state representatives and three private sector representatives. They are charged with reviewing current practices in tolling and public-private partnerships and recommending best practices to the 2009 Texas Legislature.
Mr. Clary participated on a panel with Barbara Reese, Deputy Secretary of Transportation for Virginia. The panel session was scheduled for under 30 minutes, but went over an hour to accommodate the many questions that were raised by Commission members. Mr. Clary was very impressed with the dedication and hard work being shown by a very talented group of Commissioners as they explore best practices in tolling and public-private partnerships to best meet the transportation needs of Texas while also protecting the public interest.
