Extensive experience in developing, lobbying and implementing plans to increase revenues for transportation:

  • Mobility 2000 – recaptured traditional transportation funding sources diverted to General Funds - $3 billion increase over ten years -- Senate Bill 862
  • Pay as You Grow Program in 2005 – directed non-traditional funds to transportation of one time General Fund - $575 million and recurring Documentary Stamp Taxes - $6 billion over ten years -- Transportation Investments to Support Growth Management
  • Assisted many local governments in local voter initiatives for infrastructure sale taxes, local option motor fuel taxes, and other sources
  • Successful in limiting “raids” on the transportation funds to only $204 million over a ten-year period.
